Reforms to the Universal Service Obligation (USO) scheme could free up funds for improved mobile coverage, rather than maintaining outdated copper wiring and payphones. Regulators will soon also determine whether to allow domestic mobile roaming, which would mean all mobile users could access a wider range of services and improved regional and rural mobile coverage at lower costs, as regional mobile infrastructure would be shared between all telecommunications providers.
